There’s a mishna in Avos where a Tanna was offered lots of money (more than $50G in today’s $$) and he refused. His reply was that he would only live in a makom Torah. So that begs the question, how do you create one? You would need a SHTARKE CHEVRA to do establish it as a makom torah.
